President John Dramani Mahama has highlighted Ghana’s determination to build a more resilient and self-sustaining economy amid changing global dynamics and significant reductions in international aid support.

Speaking at the renowned Chatham House think tank in London, President Mahama provided a rare insight into the challenges facing African governments following major changes to the United States’ foreign aid policies. He revealed that Ghana had traditionally incorporated an average of $154 million annually from USAID into its national budget, with nearly half of that funding supporting critical sectors of the country’s healthcare system.

Despite the sudden funding gap, the Mahama administration acted swiftly to protect essential health services by releasing $300 million from a government health fund. The move underscores the government’s commitment to safeguarding the wellbeing of Ghanaians while ensuring continuity in healthcare delivery across the country.

President Mahama noted that while Ghana has been able to respond decisively, many countries across Africa continue to face serious challenges as international aid budgets shrink and global priorities shift. The changing landscape of international development assistance has prompted governments across the continent to reassess their strategies and strengthen domestic capacity.

The President’s remarks come at a time when global aid models are undergoing significant transformation. The United States’ America First Global Health Strategy has introduced new conditions for funding, encouraging greater responsibility and ownership among recipient nations. While some African countries, including Ghana, Zambia, and Zimbabwe, have chosen not to sign the proposed health agreements, the broader debate has highlighted the importance of building sustainable local systems capable of withstanding external shocks.
